Anyone can say “Who cares?”, ” Google will check it” etc. But that is all adword and adsense account owners responsibility.
How this impact to us?
Do you know how many adsense violated sites grab adword advertisers money.They ruin advertisers PPC campaigns.
Giving false alarm that google adword is useless.
So that indirectly affect to Adsense publishers. Less competition to ads means lower cpc ernings for publishers.
On the other hand , When you genuinely earning money from adsense , the other adsense violating site with in the same niche may earn a lot.
There is a limited budget for advertisers. So when the part of the budget goes to policy violating site, you get very less.
Also when violating site successively doing that, they spread that as black hat methods. That means there will be lots of cheaters in this industry.
